What is the Short Breaks Local Offer?


Hertfordshire’s Short Breaks Local Offer (SBLO) is a programme that provides disabled children and young people with enjoyable activities and experiences, while giving their parents and carers a valuable break from caring responsibilities.


Short Breaks are an essential part of supporting families, helping children develop new skills, friendships, and independence, and giving parents time to rest, recharge, or spend time with other children.

Who Can Access the SBLO?


To be eligible for up to 40 hours of SBLO activities per year, your child must:

 - Be aged 5 to 19 years old (until the summer holiday of the year the young person turns 19 if in fulltime education) with SEND.

 - Live in Hertfordshire

 - Receive a middle or higher rate disability living allowance (DLA) or any personal independence payment (PIP), or

 - Have a letter from your GP, your schools SENCO or another professional, confirming that your need means you require access to targeted services for disabled children and young people.


Sometimes it is possible to get more than 40 hours per year. To do this, request an assessment from the 0-25 Together Team.

How to Apply


Visit the Hertfordshire Local Offer SBLO page.

Complete the Short Breaks Local Offer registration form.

Once registered, you can view your child's current allocation of hours.  Hours used will appear once your child has attended a short breaks session and the hours have been logged.

The short breaks year runs from April until March.  You need to renew the application annually in your Short Breaks account.
